Primary Responsibilities:
Under the direction of the Head of Programming, the Education Coordinator will take the lead in the overall management of CRS/CRS Partner activities under a four year Quality Education Program for which CRS will be a sub-recipient.
Job Responsibilities:

Program Quality and Management
1. Oversee and ensure the successful implementation of activities under CRS responsibility within the Quality Education Program focused within the Province of North Kivu.
2. Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
3. Use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
4. Implement strong M&E systems using CRS tools and resources to maximize project impact on beneficiaries.

Partners accompaniment and Capacity Building:

Promote the involvement of partners at all stages of the project cycle.

Identify appropriate opportunities for partner capacity building for both partners and CRS. Specific focus on Youth Farmer Field Schools and Youth SILC groups for out of school youth.

Reporting and Visibility:
1. Prepare and submit required donor project narrative reports, quarterly performance indicator tracking tables, as well as other reports needed/required by the Prime for the Quality Education Project. Support the review of reports for other education programs and provide quality feedback.
2. Prepare short success stories and briefs on innovation/best practices.

Budgeting, Financial Planning and Reporting:
1. Ensure grant management compliance for the Quality Education Project with donor and PRIME regulations with support from the Country Program Compliance team.
2. Work closely with local partners to ensure timely and quality advance tracking and liquidation as per CRS guidelines.
3. With support from the finance and compliance teams, prepare finance reports for projects under his/her supervision.

Coordination and Communication:
1. Participate in Education Cluster meetings in Goma.
2. As appropriate represent CRS in other coordination/policy formulation forums for the education sector.
3. Work closely with relevant support teams to ensure systems are in place that will enable timely receipt and distribution of all project materials and supplies.
4. Maintain strong communication with other PQ colleagues and Regional staff, including Technical Advisors, as appropriate.
Supervisory Responsibilities:
Supervision of CRS staff working on the Quality Education Project.

Qualifications:
1. Master degree in Education or International Development.
2. At least three years of work experience in resource-poor setting outside country of origin, with two of these in a management capacity.
3. Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
4. Ability to work independently, but also coordinate effectively as part of a team.
5. Ability to lead a multi-cultural team with a high level of respect for local culture.
6. Strong analytical and organizational skills.
7. Experience with capacity strengthening and partnership building.
8. Capacity to work closely with, understand, and support local Church partners.
9. Excellent written and spoken communication skills in English.
10. Strong written and spoken communication skills in French.
11. Strong computer skills (MS Word, Excel, Outlook and Power Point).
12. Experience in implementing successful formal and/or informal education programming
13. Experience in working with grants funded by USAID and UN Agencies preferred.
Physical Requirements/Environment:
The position is based in the Goma office in the North Kivu Province. The position requires approximately 50 percent travel within the DRC.
