Key Responsibilities:
Project Implementation, Monitoring and Evaluation
1. Provide overall leadership for the planning, implementation and monitoring of nutrition and agriculture activities under CRS’ responsibilities.
2. Support the development and utilization of quality M&E tools to measure MYAP indicators.
3. Ensure a strong link between Agriculture and Nutrition Programming under the MYAP, as well as close coordination with other ongoing CRS programming in the target areas.
4. Ensure compliance to established implementation strategies.
5. Provide quality and timely performance reports to the MYAP Lead Agency.
6. Ensure that program interventions contribute to the achievement of relevant objectives under the CRS DRC Health and Food Security sectoral strategies.
Partner Relations and Capacity Building
1. Work with CRS Project Managers and partners in the effective use of the M&E system and ensure strong support to partners for quality program implementation, monitoring and reporting.
2. Work closely with partners in determining staffing needs and the development of Job Descriptions.
3. Ensure the planning of regular opportunities for review of program implementation with CRS partners.
Program Resource Management and Compliance
1. Oversee the management of program financial and material resources
2. Ensure compliance with CRS and donor requirements and regulations as it relates to partner advances/liquidations, inventory, purchasing and financial reporting.
Coordination and Communication
1. Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.
2. Help with the coordination of visits of CRS, donor and partner staff as needed.
3. Support the research, documentation and sharing of lessons learned/best practices for CRS Food Security and Nutrition Programming.
4. Maintain strong communication with other PQ colleagues and Regional staff, including Technical Advisors, as appropriate.
Supervisory Responsibilities
1. Supervise the Nutrition and Agriculture Program Managers
2. Ensure adherence to CRS Performance Management Procedures.

Working Relationships:
Internal: Head of Office, Head of Program, Dep Head of Program, Country Representative, Regional and HQ Nutrition and Ag Technical Staff.
External: CRS technical and implementing partners, MYAP Lead Agency, Food Security and Nutrition Cluster member agencies.
Qualifications:

Master’s Degree in Public Health/Nutrition, Agriculture or a related field required.

Ability to work independently with little or no day-to-day supervision of activities and meet deadlines but also coordinate effectively as part of a team

Minimum 5 years experience managing CRS development projects, and with CRS proposal writing and project review process

Minimum 3 years living and working overseas, preferably with MYAP experience.

French fluency required.
