Description of duties: The incumbent as a Regional Adviser; is expected to perform the following duties, in close collaboration with and under overall guidance and supervision of the Director, Sustainable Development & Healthy Environments: 1. Provide advice to the Regional Director, through DRD-DPM / SDE on priorities and policies in the field of Environmental Health and Climate Change and report on the status of implementation and related resource needs, ensuring close integration and coordination with all the programme areas of the SDE programme and with other related areas in other departments in SEARO; 2. Provide technical advice to Member States, nongovernmental organizations, WHO Collaborating Centres, international partner agencies and other organizations in the development, implementation, monitoring and evaluation of national and local projects, programmes and plans to improve environmental quality and to resolve environmental health issues related to climate change; 3. Collaborate with counterparts at the national levels to promote and enhance the development and implementation of comprehensive projects, programmes and plans to resolve priority environmental health issues, in particular those related to climate change;  4. Provide to Member States up-to-date information concerning the mitigation and adaptation measures to prevent and cope with climate changes and the management of hazardous bio medical wastes;  5. Facilitate the conduct of research on all aspects related to climate change and its impacts on human health and help disseminate results obtained; 6. Advise and assist in the development of professional and sub-professional training programmes/materials and support national authorities in identifying training needs;  7. Promote and facilitate the effective participation of Member States' health sector in Health and Climate Change fora;  8. Carry out and participate in the other programme development and support activities, as appropriate, such as programme budgeting and evaluation, resource mobilization, inter-organizational and inter-programme coordination and collaboration;  9. Coordinate the SEARO based Working Group on Climate Change and Human Health; 10. Perform other related duties, as required.   REQUIRED QUALIFICATIONS Education: University degree at postgraduate level in the area of environmental health-related sciences or study which is equivalent to an advanced university degree Desirable: Doctorate in related science/engineering and training in management and/or Public Health. Competencies:  1) Producing results 2) Building and promoting partnerships across the organization and beyond. 3) Communicating in a credible and effective way 4) Creating an empowering and motivating environment Skills:  Thorough knowledge and skills in principles and practices of protection of the human health from climate change, particularly in risk management, climate change and health, environmental health, project management and research. Ability to plan, organize, manage and evaluate country needs for promoting national capabilities specialized knowledge, experience of the techniques required achieving the objectives of the programme. Ability to write technical and other reports and make verbal presentations. Computer literate. Experience: Minimum 10 years of broad-based experience in development and implementation of scientific and operational aspects of protection of the human environment and environment of health, of which, at least five years must be international. Desirable: Five years experience in international programme/project management, training and research. Languages: Excellent knowledge of written and spoken English. Knowledge of other UN official languages an asset
